About this project

Summary

The St. Maarten Government’s Ministry of Finance served as the principal entity for this project, with the primary objective of optimizing tax fund utilization by centralizing government offices for greater efficiency. The project adopted a comprehensive approach encompassing design, financing, construction, maintenance, and long-term sustainability. It aimed to support the future growth of Parliament operations while ensuring a zero-emission, environmentally sustainable building. Additionally, the development sought to enhance parking capacity in Philipsburg with a 7-story parking garage, reducing reliance on third-party rental spaces for government offices and improving overall infrastructure efficiency.

Key Features

The project was designed to create a modern, centralized government hub in Sint Maarten, improving efficiency and accessibility. It includes the construction of a purpose-built Parliament Building to house the country's legislative body, along with a dedicated parking garage to accommodate government officials, staff, and visitors. With a focus on expanding office space with additional government office buildings on both the Ocean Side and Pond Side, further centralizing operations. Finally, it introduces a Bus & Taxi Terminal, enhancing public transportation access and connectivity. The phased approach ensures a sustainable, well-integrated infrastructure to support effective governance and public service.

Design & Technology Contribution by LVT

Luxury Villa Technology played a pivotal role in this project, offering expertise across multiple key areas. The team was responsible for developing the technical, financial, and operational specifications, ensuring the design met all project requirements. Additionally, LVT prepared comprehensive tender documentation and efficiently managed the entire tender process, ensuring a seamless and transparent procurement phase. Their expertise also extended to advising the Council of Ministers, providing strategic insights and recommendations to support informed decision-making throughout the project's development.
